Club Constitution – June 2007
1. The Club is called the Roding Rifle and Pistol Club and incorporates the
South East Essex Pistol and Rifle Club, with its headquarters at :
The Roding Centre, 50 Loughton Way, Buckhurst Hill, Essex, IG9 6AD
2. The club shall be affiliated to the NSRA, NRA, MLAGB and such national and International bodies as may be
considered necessary by the Committee.
3. The object of the club is to provide facilities for and promote participation of the whole community in the
sports of rifle and pistol shooting.
4. The club shall consist of three sections :
(a) Air rifle and Air pistol
(b) Small-bore rifle
(c) Full-bore rifle
5. The General Secretary shall be the person so designated by the club to hold the club firearm certificates
and shall be responsible for all range activities, police liaison and security.
6. The club shall be managed by a General Secretary a Treasurer and a committee formed by two person from
each section in 4 (above), 5 to form a minimum quorum for any decision making; who shall be elected at a General
Meeting each year. All officers of the club, i.e. section secretaries, match secretaries, team captains and other
officers who may be co-opted from time to time, are to be ex-officio members of the committee. Life Presidents of
the club may also be elected to committee positions, but are otherwise non-executive officers of the Club. The
General Secretary may convene meetings as and when required.
7. Membership of the club shall be open to all persons irrespective of ethnicity, nationality, sexual orientation,
religion or beliefs; or age, sex, or disability except as a necessary consequence of the requirements of shooting as
a particular sport.
The committee may refuse membership or expel from membership only for good and sufficient cause, such as
conduct or character likely to bring the Club or sport into disrepute. Appeal against such a decision may be made to
the Club’s members and decided by a majority vote.
8. Applications for membership have to be made in writing on the appropriate form and submitted to the
Membership Secretary who will, via the General Secretary, present the applicants information to the Police in
accordance with the law. Once the provisional member has attended regularly for a minimum of six months, their
details will be presented to the committee for consideration at the next meeting after that said period and a simple
majority decision in favour shall decide admittance.
9. Subscriptions shall be set annually and subject to the leasing and general running expenses of the club.
These will be assessed by the General Secretary and
the Treasurer who will determine a fee and if that fee is greatly in excess of the previous year, will submit it to a
General Meeting of the club.
10. Any officer or member receiving monies on behalf of the club, shall forthwith hand same to the Treasurer,
General Secretary or designated collection person. Any profits from these receipts will be re-invested in the club.
No surpluses or assets will be distributed to members or third parties.
The income and Property of the Club shall be applied solely towards promoting the Club’s objects as set forth in this
constitution and no portion thereof shall be paid or transferred directly or indirectly, to the Members of the Club.
11. When possible a General Meeting shall be held annually, at least seven days notice will be given to all
members, at which the following business shall be transacted : - Confirmation of the status of the General
Secretary, election of officers and committee, receive a balance sheet and a report from the Treasurer, reports
from various section Secretaries, revise and amend the Rules and Regulations ( if necessary ), and consider any
other business.
12. The committee, or person, or persons so designated by the committee, may pay accounts and incur any
normal liabilities, as agreed, on behalf of the club. The Committee and Officers are herby indemnified by the Club
against any claim or demand in respect of any liability properly and bona-fide incurred on behalf of the Club. All
cheques are to be signed by two designated officers of the club.
13. Upon a requisition in writing, duly setting out the purpose, signed by twelve members and delivered to the
Secretary, the committee shall within fourteen days convene a Special (or Extraordinary) General Meeting of the
club.
14. Upon such a requisition being served and not complied with, the requisitionists may themselves convene a
Special General Meeting by giving seven days notice to all members of the club giving the reason for the meeting.
Any resolution passed at such a meeting shall have the same force and effect as if it were passed at a meeting
convened by the committee.
15. The Committee may make bye-laws and regulations in regard of the use of the range during club hours.
May draw up conditions for all competitions, arrange handicapping and matches. The entry fees for all competitions
must be paid before shooting and cards must be completed by the dates specified. Failure to do so may result in
disqualification although relief may be granted in exceptional circumstances.
16. Any bye-law made by the committee under rule 15 shall be published on the club notice board and shall
thereafter have all the force and effect of these rules but shall be submitted for confirmation at the next General
Meeting.
17. The General Secretary of the Club shall have a casting vote in the event of a tie.
18. The Committee shall have the power to legislate upon any point not provided for in these rules
19. All shooting shall be governed by the relevant International or National Body.
20. Guests of club members and visitors from other clubs, if shooting live ammunition, must be holders of
current firearms certificates and may be accepted at the discretion of the Range Officer on duty. Guests must not
be prohibited from possessing a firearm or ammunition by virtue of the Firearms Act 1968 (Section 21) and never
had an application for a firearm or shotgun certificate refused or revoked by the police and must make a statement
to this effect. On signing the register they will be deemed to be of sound mind and will be signing the club disclaimer
printed on the top of the register page as a probationary member of the club for the duration of the said meeting or
competition.
21. No additional amendments or alterations of this Constitution and Rules shall be made except by two thirds
majority at a General meeting of the club. Notice of any proposed addition, amendment or alteration of these rules
must be forwarded in writing to the secretary for the inclusion in the agenda at least fourteen days before the said
meeting.
22. In the club’s demise all club equity and equipment will be transferred in equal value to the NSRA (National
Small Bore Rifle Association and the NRA (National Rifle Association).
N.B. Ex-officio members : (‘By virtue of their office’, will be full members of the club, meaning, only full members of
the club can be elected to a committee position).

RULES
1. The Club shall be called the Roding Rifle and Pistol Club with its H.Q. at 50, Loughton Way, Buckhurst Hill, Essex,
IG9 6AD
2. The Officers of the Club shall be known as ‘The Committee’ and shall be the General Secretary, Treasurer, Air
Secretary, Assistant Air Secretary, Prone Secretary, Competitions Secretary, Gallery Secretary, Full-bore
Secretary, Assistant Full-bore Secretary.
3. The Annual Subscriptions shall be payable, in advance on the 1st January each year. Any Member renewing
their annual subscription and yet has not paid by the 30th January, will be debarred from the privileges of
membership and for 2008 will cost £ 100.00 to become a new member. New membership cost for 2008 will be
£ 100.00 per year, pro-rata by the month. Junior membership remains at £ 10.00 per year with a new membership
processing fee of £ 10.00 for each new member.
4. The Committee may make Bye-Laws & Regulations in regard to the running of the Club and may form Sub-
Committees and co-opt other Members to the Committee and Sub-Committees.
5. The Committee may remove from the Roll of Members, any Member whose conduct on the range or upon
premises occupied by the club (or elsewhere) is unsafe, unseemly, objectionable, calculated to bring the Club into
disrepute, or fails to comply with any Rule or Regulation made by the Club or Committee. Such Members shall have
no claim on the Club for any subscription or entrance fee paid.
He/She may appeal against the decision of the Committee, provided that notice, in writing, be given to the Secretary
within 28 days of receipt of notice of His/Her removal from the Club. The Committee must consider that appeal at
the next Committee Meeting or within 2 calendar months whichever is the sooner.
6. If a Member, who renews their Firearm Certificate through the Club, does not use the Club range regularly over a
period of 6 months, without good reason, then the Secretary, as Police Liasion Officer, has to inform the Police that
He/She is not an active member of the Club. It is the responsibility of the Member to inform the Club of the reason
for their absence as prior warning of this action will not be given.
7. All property of the Club shall be vested in the Committee. It is for use by any club member, please ask and if it is
available, you may be asked to sign a statement or the club register to state that you are user of that item, yet it still
belongs to the club.
8. Application for membership must be made to the secretary on the prescribed form and admission as a full
Member will be considered by the Committee after the applicant has served a probationary period of 6 months.
a) There will be no Day Membership
b) There will be no Temporary Membership.
c) You may not invite a guest at all. Their is a legal requirement for the club to acquire formal permission for an
open day to admit guests, this application is made to the local Chief of Police. This then becomes a published
‘Guest Day’. If you have a guest or friend that you wish to attend, they have to fill a form in and also be able to sign
section 21 of firearms act 1968. Your guest can only attend on an air only range opening time having fulfilled their
necessary obligations in accordance with the law. The exception to that Home Office Law, is that the guest can
attend a range on a live fire day if they are a firearm certificate holder and have previously given their name –
address and FAC No. to the General Club Secretary, so that He/She can check it with the Police.
9. (Important !) Members are required to perform 4 half-day working party duties in any given Membership Year.
Members who, for any reason, are unable to attend such working parties must negotiate an alternative method of
contributing to the Club with the Committee. Notice of impending working parties will be posted at least 21 in days in
advance on the Club notice board at the range. (Watch this web site for requests of your attendance).

BYE-LAWS
1. The Range is available from 9:00a.m. - 10:30 p.m. Monday to Friday inclusive Saturdays and Sundays, 9:00 a.
m. - 6:00 p.m.
2. The Range may be opened outside the specified times in (1) provided that 2 Full Members are present, 1 of
which must be a Committee Member who is also a key-holder. If a Committee Member who is acting as Range
Officer wants to shoot a league card or another card that requires witnessing, another Full Member must be present
to take over Range Officers duties.
3. No ammunition other than the type supplied by the Club may be used on the Clubs range without permission from
the Committee. Members wishing to use any other kind, which must conform to NSRA rule 9, must first get it
approved by the Committee. Absolutely no High Velocity, Supersonic or Big Bang ammunition is to be used at any
time in any indoor range.
4. Where a card has on it more or less hits than the number specified or there is evidence of cross shooting, then
NSRA rules for scoring will apply. (NSRA Rule 7.11.1.2 in conjunction with rule 7.11.1.1) Observance of the eleven
degrees and the 70 mil rule should eliminate this problem.
5. Members may use their own equipment, rifles and pistols on the Club Range, provided they conform to NSRA
rules (NSRA Rules 8.1 - 8.9.1 inclusive & 9.2 - 9.3.4 inclusive). Members rifles and pistols used on the range must
also be shown on His/Her firearms Certificate.
6. Important: Members shooting in Leagues, Competitions or Matches will take precedence for Target
Accommodation before Members practicing. A Member having fired a series of 20 practice shots, must discontinue
firing so long as other Members entered in competitions, or Members who have not had any practice, are waiting to
shoot.
7. In all competitions, Members should ensure that their name & the title of the competition is duly marked upon the
target, and that the appropriate stickers firmly affixed before they commence shooting of the card. All league cards
must be signed by the shooter as soon as possible after shooting – DO NOT DATE THE TARGET, once signed by
you, immediately get the target witnessed and dated by a Club Official who has His/Her name listed by the NSRA as
a ‘Signatory’ at the time of shooting.
a) A scorer will be appointed for Club competitions and in the event of a dispute the target(s) will be referred to the
Committee whose decision will be final .
8. No Member shall fire in any Competition until their entrance fee if any for such competition has been paid.
9. No member will be allowed to shoot on the range if their annual subscription for the current year is overdue.
10. No competition cards for other clubs are to be shot on the RR&PC range by Members without prior approval
from the committee.
11. Unless otherwise specified in the conditions of a competition, not more than 10 minutes will be allowed to any
Member or competitor in which to fire their shots at 25yds, and not more than 20 minutes at 50mtrs (including
sighters). Any delay caused through mis-fire will be allowed for provided it is at once reported to the Range Officer
on duty. Normal target shooting will have at least 5 seconds between shots.
12. The Committee has the power to arrange matches or to enter the Club in any open competition, and shall fix
entry fees for the Club competitions. They shall elect a Captain & Vice-Captain of teams when requisite.
13. The appropriate Secretary, or in His/Her absence, the Assistant Secretary, shall select the Members to fire in
Club matches or competitions. They shall select those Members whose shooting in their opinion appears to justify
their inclusion.
14. Members damaging rifles or other property of the Club through careless handling will be required to pay the
cost of making good the damage.
15. Beginners who, on joining, have never had any previous experience of shooting will be instructed in the
applicable discipline by any qualified Member, the Range Officer shall be empowered to detail any qualified Member
present for this purpose.
16.Before being permitted to shoot, beginners shall be taught how to take correct sight and aim at a stationary
target, and have the various parts of the rifle or pistol explained to them. They shall also be instructed in range
etiquette, Range Officer commands and how to deal with a miss-fire.
17. Any alterations or additions to these Bye-Laws will be posted up on the Club notice board at the range 14 days
before taking effect. Also the conditions of any competitions or any other matter of Club interest. Members are
therefore required to read notices carefully immediately on entering the range, as a plea of ignorance of such
matters will not be entertained. (Note ; This web site also serves as a notice board).
A full set of range rules and regulations as published by the NRA/NSRA are hanging in an envelope above the
signing in desk on the range, all members should read them and then sign below to say they have been read.

RANGE REGULATIONS
1. A Range Officer (who must also be a Full Member) must be present at all times when shooting is in progress.
They will be in sole charge and responsible for the observance of the regulations for the conduct of shooting.
2. No one shall be allowed in front of the firing point without permission from the Range Officer. Everyone doing so
should also check each and every rifle and/or pistol on the firing point to make sure it has a breech flag in place. If it
doesn't then that fact should be brought to the attention of the Range Conducting Officer or the owner of the rifle
and/or pistol. No-one should go forward to change or check their target without all flags being in place.
3. No Member may load His/Her rifle or pistol until he/she has taken up his/her position on the firing point and been
given the "Clear to Shoot" or “Carry on’’ command from the Range Officer. Weapons must be unloaded and
breeches left open with a breech flag in position, before leaving the firing point. Please carry all rifles to and from
the firing point by the barrel in the vertical position, this gives everyone peace of mind.
4. On the command "Stop - Stop - Stop" all Rifles (and / or Pistols) must be immediately unloaded and a "breech
flag" inserted. They must then be laid down on the firing point with the muzzle pointing towards the target in front of
you. All persons should then stand back behind the ‘Dead Line’ if there is one or take two paces backwards to show
they are clear of their rifles and/or pistols. Pistols and rifles must be left in that position until the "All Clear" has been
given by the Range Officer, at which point you may step forwards and carry on shooting or by carrying your rifle or
pistol by the barrel retire it to its case or to a rack provided for the purpose of stacking rifles.
5. Members must not point a rifle or pistol, either loaded or unloaded at any person or in any direction other than
towards the target in front of them. Any Member guilty of any such practice which, in the opinion of the Range
Officer is dangerous or undesirable will be subject to disciplinary action as deemed fit by the Committee. This
direction also means that you should not look down the sights or through a sighting scope, or indeed look down a
barrel in the manner of aiming, except when a range officer directs you to do so on the firing point.
6. In the event of a Mis-Fire:
1) Wait 30 seconds (in case of a hang-fire) carry out procedure as (3 below).
2) Do not 'Re-cock' and fire the rifle again if your rifle or pistol action allows you to do this without opening the
breech. Learn the Mis-fire procedure and observe it See (3) below.
3) If there is a mis-fire - call the situation to the attention of the Range Conducting Officer, once he or she has
arrived to assist or observe, explain that you will now go through the mis-fire safety unload procedure. (You will wait
a further 20 seconds and then eject the mis-fired round by making sure no-one is behind the rifle or pistol and
keeping the rifle or pistol pointing down the range, open the breech or bolt using the opposite hand little finger and
by standing to one side of the breech). Once the round is ejected immediately hand it to the Range Officer so that
the bullet can be separated from the case for disposal. It is your responsibility to safely dispose of that cartridge.
NOTE: IN VIEW OF THE DANGER INVOLVED WITH A MIS-FIRE, STRICT OBSERVANCE OF THIS RULE IS
ESSENTIAL.
Please ask the Range Officer or a delegated full member to teach you the method of mis-fire round removal for
your particular rifle or pistol.
7. Members wishing to shoot will do so in strict order of arrival on the Range. (Subject to Bye-Law No 6)
8. All Members and Probationary Members should ensure that they sign their attendance record sheet immediately,
whether they intend to shoot or not. (‘NS’ will entered in the register if you do not intend to shoot and no charge will
be made).
Those persons using their own FAC rifles should enter the rifle details in the FAC owners register for Police perusal
at a later date. This is important if you wish to prove your use of your rifle(s) to the Police.
9. The Duty Range Officer should :
a) Open the Clubhouse at the specified time and immediately turn the fan on.
b) Turn on the red (firing in progress) light on the exterior of the building.
c) Arrange details as required.
d) Take charge of the Clubs cartridges, rifles and pistols.
e) Collect and record attendance fees and any other money.
f) Witness the shot cards. (So, long as they are an NSRA designated signatory).
g) Be responsible for the security of Club Rifles, Pistols, Cartridges, other equipment in the armoury and of the
Clubhouse when the session has ended.
10. All Members should : Observe the following at all times:
a) All instructions of the Range officer.
b) The removal of all your empty cartridge cases from the firing point.
c) Do not shoot without permission from the Range Officer.
d) Do not enter or leave the firing point during a detail or when anyone is changing targets, wait until everyone is
behind the firing point.
11. When un-casing your rifle or pistol, make sure that a breech flag is in place. Remember to hold your rifle or
pistol by the barrel if you are about to carry it to the rifle rack or to the firing point.
12. If you have used the Club Room, please note that smoking in the club room and the range waiting area is now
banned by law. As you leave please wash up and throw all rubbish in the mobile bin outside the front door.
13. Smokers use the receptacles to dispose of your rubbish, do not stamp out fag ends on the ground and do not
flick fag ends into the undergrowth outside the range.
